The Independent Football Regulator is implementing a licensing and supervisory regime covering financial sustainability, club governance, ownership and leadership suitability, supporter engagement and heritage protection.
Who is in scope: the statutory IFR regime applies to clubs competing in the top five tiers of English men's football: the Premier League, Championship, League One, League Two and the National League Premier Division (Step One).
